What is the Cgvyapam Scam?
Vyapam scam is an entry and recruitment scam related to the Indian state of Madhya Pradesh, behind which many leaders, senior officers, and businessmen are involved. Madhya Pradesh Vocational Examination Board or Cgvyapam of many entrance examinations in the state Is a self-financed and autonomous body constituted by the state government responsible for operations. These entrance examinations are conducted for admission and recruitment in educational institutions of the state and government jobs. Ineligible candidates and candidates were admitted to these entrance examinations, and in jobs through the bribery transactions and corruption with the connivance of middlemen, high-ranking officials and politicians were recruited.
Cases of irregularities in these entrance examinations were reported since the mid-1990s, and the first FIR was registered in 2009. For this, the state government set up a committee to investigate the matter. The committee released its report in 2011, and more than one hundred people were arrested by the police, and many are still absconding.
The prevalence of Cgvyapam scam came to light in 2013 when the Indore police arrested 20 fake candidates in cases related to PMT admissions in 2009, who had come to take the exam instead of the real candidates. During the interrogation of these people, Jagdish Sagar’s name surfaced as the head of the scam which was carrying out the fraud through an organized racket. Following the arrest of Jagdish Sagar, the state government set up a special task force on August 24, 2013, and subsequent investigations and arrests led to the involvement of several leaders, bureaucrats, business executives, intermediaries, applicants and their parents in the scam.
As of June 2015, more than 2000 people have been arrested in connection with the scandal which includes former state Education minister Laxmikant Sharma and more than one hundred other politicians. An order issued by the Supreme Court of India to transfer the investigation of the case to the country’s premier investigative agency, CBI in July 2015. The following methods were used to get high marks in the examination instead of bribe to the disqualified candidates in collusion between the examination candidates, government officials, leaders, and intermediaries:
Impersonation
Instead of a hefty amount instead of ineligible candidates, other eligible students/doctors (including pre-selected top candidates) were offered examinations as candidates for the exam, for which the picture of the original candidate on the examination entrance card was replaced with the photograph of the fake candidate. And after the examination which was again brought to the original form. This feat was done in cooperation with the corrupt officials of Vyapam.
Copy
Ineligible candidates were seated in a predetermined position with fake candidates in such a way that the copying of copy and copies/answer sheets could be done quickly and without hindrance. For this, fraudulent sums were paid to counterfeit examiners, officers, and mediators, etc. through collusion with corrupt officials of Cgvyapam.
Rigging records and answer books
Ineligible candidates left their OMR answer book empty or gave only those answers to which they were sure about the correct answer. Therefore, RTI was used to check these answer sheets after examination with the devotion of corrupt officers of Vyapam and high marks were given to these ineligible candidates by filling in the correct answers in the name of investigation.
Leaking answer key
With the connivance of Vyapam’s corrupt officials and mediators, the ineligible candidates were provided with answer keys before the examination.
