In the midst of demonetization, the centre announced that the annual increment of the central government employees will now on be recorded in weekly basis where reports will be made only after certain performance criteria is met as per the recommendations made in 7th Pay Commission.
The notification was issued only after much hue and cry got settled down amongst the public, especially central govt. Employees who wee on indefinite strike for moths. After Cabinet had accepted the urge of salary hike as well as annual increment, it came with a number of terms and norms. The hike will only and exclusively be on the basis of weekly based performance or work submitted at the head management’s desk.
The Department of Personnel and Training will soon bring out the guidelines which will help keep a track on a regular performance of the respective employees. The modification was done under 7th Pay Commission after the recommendations came as an implementation of Minimum Assured Career Progression (MACP) henceforth enhancing the benchmark of the performance appraisal regarding the promotion and annual increment to “excellent” level as compared to the present scenario of “good/satisfactory” level.
The introduction of “Performance Related Pay” (PRP) initiated via 7th pay commission under the maximum of categories for the central government employees. The respectively ascertained department is preparing the work progression structure so as to assist the weekly performance report which will decide whether they are eligible for the increment or promotion or not.
As per the 7th Pay Commission, “The perception is that grant of MACP, although subject to the employee attaining the laid down threshold of performance, is taken for granted. This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments. The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service. This will act as a deterrent for complacent and inefficient employees.”
The sole purpose of the implementation of weekly work report is to change the professional attitude of the central government employees and their work style which is getting worse day-by-day. Also, the fixed amount of their pay scale might boost up the working culture in the offices eventually making such sectors an ideal place to work or choose it as their career.
